Capacity to ground before speaking.

If someone does not have it. They are vulnerable and need to be protected.

If they do, they need to become a protector of those without this capacity who life brings into their lives.

This brings about justice without needing the judicial system anywhere on earth. So that system can be used to bring about accountability from those who have mal-intent to any form of life.
